开源许可证 & GPL LGPL BSD MIT Apache & commentTitle

给commentTitle添加了选择开源许可证功能，可以在文件头部选择添加 GPL LGPL BSD MIT Apache 许可证其中之一了。

开源许可证是用来声明权利的，通过这个声明软件被赋予自由。

本来这是一篇科普文章，关于自由软件运动，开源软件，Copyright和Copyleft等。但我发现我无法抛弃自己的立场中立的看待这件事，所以这里只谈如何使用它。
